The Hafta panel discusses climate justice, with Abhinandan Sekhri taking note of Nepal’s foreign minister’s claims that the country bears the brunt of environmental damage caused by larger emitters like India, China and the US, although he remarks that India’s per capita consumption is nowhere close to the US or other Western economies. Veteran environmental journalist Hridayesh Joshi makes a clear distinction between current pollution and historic emissions, pointing to Article 9 of the Paris Agreement which addresses climate finance and “loss and damage”. Hridayesh also cites a recent study by IIT Bhubaneswar and the Indian Institute of Science, which mapped 219 hanging glaciers in the Alaknanda region and found a rise in human habitation in the area. People living in that region, whose landscape is comparable to Nepal’s, are also exposed to glacial risk. “Nepal's demand is justified,” he says, “but we should also look within, including India,” pointing to unsustainable construction, deforestation and large infrastructure projects across the Himalayan region. He also invokes the renowned Western philosopher Hegel: “We learn from history that we do not learn from history.” Rinchen Norbu builds on this with observations from Ladakh. He describes a region, particularly the Leh area, marked by unchecked construction despite the region’s fragile ecosystem and loose mountain soil. Since the devastating flash floods in 2010, he also highlights rising rainfall events, and growing tourist traffic and vehicle emissions around tourist hotspots like Pangong, while Abhinandan highlights the disappearance of the Chadar trek in Ladakh as the Zanskar river increasingly fails to freeze over due to warming.
