In an argumentative and, at times, quarrelsome interview that he ultimately walked out of, Pakistan’s former Ambassador to the USA, Husain Haqqani, who is also an authority on the Pakistan army, said: “Even if Pakistan today decides to shut out these groups there will be some groups that will still act.” Earlier, Mr. Haqqani had said of Operation Sindoor: “Attacks like this are not going to deter. They are only going to increase the resolve of those who think they want to die for a greater cause.” When it was pointed out to Mr. Haqqani that his argument that Pakistan cannot shut down all the terror groups operating from its territory and that there will always be some who will still act suggests that Pakistan is a failed and flailing state and helpless as well, Mr. Haqqani switched off the Zoom connection and walked out of the interview. However, till then the interview had lasted for some 37 minutes covering substantial ground on other issues connected to the Pahalgam attack, Operation Sindoor and Mr. Haqqani’s view that terror cannot be ended by the use of force but needs a multi-dimensional approach. I do not want to convey the wrong impression of Mr. Haqqani’s views. I will, therefore, not paraphrase or attempt to precis what he said. You should hear him for yourself. There were times when Mr. Haqqani was sympathetic of the Indian viewpoint and condemned what happened at Pahalgam. But there were also times when he suggested that India had “jumped the gun” and its circumstantial evidence that Pakistan was behind Pahalgam was not sufficient. India needed better and clinching proof before it launched Operation Sindoor. This is why, he suggested, the international sympathy that followed Pahalgam turned into concern about a possible nuclear war rather than a discussion about terror. Mr. Haqqani strongly argued that even though peaceful non-kinetic attempts to discuss terror have failed in the past there is no alternative to pursuing them as the most effective way of resolving the terror India faces from Pakistan.
