100% Untrue There’s Near Normalcy in J&K – Ajai Shukla; Pak Terrorists Smarter Than Us – A.S. Dulat

In two separate interviews but presented together addressing the question how can Pakistani terrorists periodically cross over and carry out attacks on our side when we have 1.5 lakh soldiers on the Line of Control, some 3 lakh security of various types within Jammu and Kashmir and the LoC is said to be effectively fenced, the well-known security analyst, Col. Ajai Shukla, has said that the claim made both by the Modi government and the Lieutenant Governor in Srinagar that there’s near normalcy in the Union Territory is “100 per cent false” whilst the former Head of R&AW, Amarjit Singh Dulat, has said that quite often the infiltrating terrorists turn out to be “smarter than us”. In two 20-minute interviews, both gentlemen spoke about the worrying degree of local support that terrorists are able to avail of. Col. Shukla spoke about how they are fed, housed and often guided by local Kashmiris. Mr. Dulat spoke about the support they get in places like Surankot as well as parts of Poonch and Rajouri. Col. Shukla spoke at length about the fencing done along the Line of Control which he says, at best, can deter 70-80% of the terrorists. He pointed out that whilst that was considered effective in 2005, when the fence was first erected, today its inadequate and we need better and improved fencing. Mr. Dulat spoke about his concern that increasingly the incidents of terror we are seeing in Jammu and Kashmir are becoming Hindu versus Muslim. Mr. Dulat also spoke about how traditionally reliable sources of information from the Gujjar and Bakarwal communities have dried up and placed the Indian authorities at a disadvantage. He said a lot of the information comes from Kashmiri policemen and locals and we need to trust them. I will stop there. These two interviews, taken together, provide very helpful and often eye-opening answers to the question how is it that despite our security and fencing Pakistani terrorist are able to periodically cross the Line of Control and carry out terrorist attacks in India. This is an issue that the rest of the media has not raised and yet it’s an obvious question to ask. I’m very grateful to Col. Shukla and Mr. Dulat for agreeing to help answer it.
